How long before tires can develop flat spots due to a car sitting for long periods of time? I have heard it depends on temperature and so forth..where the car is parked it's usually pretty cool if that matters..

Lots of ways it can go bad. There is a tire rest that I know of thatI was thinkingof my rides during winter etc.
But yeah depends on summer compound and temp and location and how they are placed
