Temperature problems? Empty Temperature problems?

So recently Ive noticed that I'll start my car...and the temp is cold..then warms up to normal..but it begins to fluctuate when im driving (normal temp to low temp at times)
Goes from normal temp to cold again and the temp inside the car drops. And then rises again...
Its as though cold air is coming out the vents instead of heat because the engine is cold again i guess.
Any thoughts on what it could be?
I figure it can't be the temp sensor because the temp does in fact drop..
